Diamond Heist Nets $50M Worth of Gems

In a brazen heist right out of the movies, thieves drove onto Belgium's airport tarmac and stole more than $50 million of diamonds from a plane without firing a single shot.
It took them fewer than five minutes to cut through an airport fence Monday night, drive up to a Helvetic jet in cars with flashing lights, hold up the pilot and security officials on the plane, and take 120 packages of rough and cut stones, according to the Belgium prosecutor's office.

The men carried submachine guns, were dressed in police uniforms and camouflage masks.

"It was a well prepared operation. Robbers knew exactly when Brinks diamond and jewellery services truck would load" at 8:05 p.m., Ine Vanwymersch, told ABCNews.com.

Vanwymersch said the thieves "forced open the fence between two construction sites," allowing them onto the tarmac.
She said the pilot and co-pilot out of the plane doing a pre-flight safety check and were held them at gunpoint along with the plane's security detail, and it took the robbers "just three minutes" to unload the gems from the "belly" of the plane, referring to the luggage section.

Big Diamond Heists

"It took them another two minutes to get to the tarmac and to escape in two vehicles: a black Mercedes Vito van and a black Audi A8," Vanwymersch said. The left through the same hole in the fence, she said.

None of the plane's 20 passengers saw anything, and thieves kept details about themselves to a minimum.

"We don't know the color of their skin or the language they spoke. We cannot comment on it," Vanwymersch told ABC News.

One thing about them was clear, however.

"All eight were heavily armed," she said.

The heist is one of the largest diamond thefts in history and will raise serious questions about whether the thieves were tipped off to the location of the jewels by an insider, and how they could so easily drive onto the tarmac in a major European capital.

"It's quite remarkable that you can even get to the tarmac in [Brussels airport], with two vehicles and eight armed people," an incredulous Caroline De Wolf, a spokeswoman for the Antwerp Diamond Centre, which promotes the Belgian diamond business, told Belgian TV. "That it's possible to get the goods out of the aircraft, this is unacceptable."

The prosecutor's office said it was checking surveillance images, but it wasn't clear whether the video showed the robbers entering the airport.

The stolen gems had arrived at the airport by road from Antwerp, authorities said. Police are still searching for clues. They found the burned out Vito but have announced no other leads. Antwerp is one of the world's leading diamond centers.

Last year diamonds traded in the port city had a value of $51.9 billion, accounting for 80 percent of the world's rough diamond trade and 50 percent of the trade in polished gems. Belgium hasn't suffered as serious a theft as this since 2003 when thieves stole approximately $100 million worth of stones, jewels and gold from the Diamond Centre itself in Antwerp.

Local media report that security has been beefed up since that attack, but today the airport could not explain why it was so vulnerable. "We abide by the most stringent rules," airport spokesman Jan Van Der Crujsse told reporters.

The plane, bound for Zurich and operated by Swiss airlines, was ready to leave when the robbery occurred. It was subsequently cancelled, the airline said. Usually, transporting valuables on a plane is seen as safer than using cars or trucks since a plane is always kept within the confines of an airport.

"We choose to transport goods via airplane precisely because of the safe and controlled nature of this means of transportation," de Wolf said in a statement emailed to reporters, acknowledging the heist would cause "significant" damage to Antwerp's reputation.

"We do hope additional security measures can be put in place in order to safeguard a fluent and safe transport of diamonds." Later in the day a second brazen jewel heist occurred in Paris' posh Printemps department store where thieves escaped with 3 million euros in jewelry, police said.

The two armed robbers entered the store about 6:45 p.m. They may have been wearing wigs and carried semi-automatic weapons and wore bullet-proof vests, according to French news reports. The thieves ordered a saleswoman to open the diamond cases, grabbed the stones and jewelry and escaped through a rear exit of the store. No one was injured.

‘Masters’ keep Baguio chess park alive, lively

BAGUIO CITY—For a cup of coffee or a P10 to P20 bet, a group of men, many of them retirees and the city’s old-timers, gathers at the Igorot Park here daily to play chess.
The stakes may not be high but for these men, a game of chess is enough to make their day.
“Masters” are how the best chess players in the park are called.
Sonny Selda, “Mang Sonny” to park regulars, is one of the regular masters in the park, located near the busy intersection of Magsaysay and Harrison Roads in the heart of the summer capital.
After winning P10 in a three-round game, Selda stood up with the aid of a walking stick and placed a few coins on the chess board as rent.
Selda, who has been playing chess in the park since 1995, is 68 but he has been slowed down by a stroke last year. He stopped playing for a year but is back with the same skill he had in his healthier days.
During his match, spectators are overheard saying, “The old man has not lost his touch,” or “Only carabaos age,” to compliment Selda’s moves.
Selda said he would return to the park and play chess as long as his health and vision allow him.
“As long as my vision is clear, I will play chess. That’s the only form of recreation I know,” he said.
Another park regular, Dick Capitle, has been playing there since the 1980s.
“A good player is cautious. If you’re reckless, then you won’t get far. It’s like life, you need defense,” said Capitle, an engineer.
He said his skill in numbers serves him well in chess.
Oscar Guanzon, a longtime Baguio resident, said he learned to play chess from his father. “My father would not allow us to leave the house until we beat him,” he said.
Guanzon, 64, a former waiter and city government worker, said his desire to learn chess was nourished by watching players in restaurants on Session Road here.
By reading books on chess and constant practice, he was able to regularly beat his father. “Chess is 25 percent reading and 75 percent practice,” he said.
But one park master uses his skill to teach anyone who comes to him and asks for his help.
John Soriano, 50, has been teaching chess to students of varying skill levels (from kindergarten to college).
“You cannot turn them away. Until there are people who want to learn, I’m here to teach,” said Soriano, who used to work in a cruise ship.
But of the more than 100 students he had taught, one student stood out. It was summer of 2008 when Soriano met Conrado Agaton in Igorot Park. Agaton hanged out and played in the park until he faced Soriano.
“I beat him. Since then, he pursued me and he was relentless. I did not know that I have potential to excel and [Soriano] pushed me to be my best,” Agaton said.
He was then applying for a University of Baguio chess varsity scholarship. That summer, Soriano trained Agaton and other students for free. The chess boards in Burnham Park near the old skating rink and the chess boards in Agaton’s house were witnesses to the intensive training regimen.
“He’s a good person and an excellent chess player,” Agaton said, describing Soriano. Even after training, Soriano continues guiding Agaton and finds time to watch him compete. The two, however, keep returning to where they started in Igorot Park.

Philippine bankers bare massive ATM scam

People withdrawing money from automated teller machines (ATM) are instinctively on their guard against anyone peeping from behind and seeing their bank details.

What they don't know is that the threat may have been in front of them all along.

Millions of pesos have been lost by customers of domestic banks to an international syndicate that specialises in duplicating the cards-and capturing the personal identification number (PIN)-of unsuspecting ATM cardholders, according to banking industry executives.

Related story: Who charges most for transactions through other banks' ATMs?

In an interview with the Inquirer, the bank officials revealed details of a massive "card-skimming" operation that they said was first observed in 2011 and had gradually peaked toward the end of 2012.

The problem became so widespread that the three main ATM networks operating in the country-Expressnet, Megalink and Bancnet-joined forces late last year and agreed to jointly implement measures to combat the scam.

Some banks have voluntarily recalled the ATM cards of clients whose accounts were suspected to have been compromised and replaced them with new cards.

Modus operandi

Nestor Tan, president of BDO Unibank, the country's largest bank, described the modus operandi of the syndicate or syndicates.

"The syndicate surreptitiously installs card readers on ATM machines, just on top of the slot where you (insert) your card. To the untrained eye, you will think this is just part of the machine," Tan said.

"At the same time, they install minute cameras on top which records the client's keystrokes when he enters his PIN," he added.

"Within a few hours, they can have a duplicate card and withdraw money from your account," he said.

Foreign-based syndicate

An official of the Expressnet ATM network said that investigations initiated by the local banking industry all point to an international organised crime network aided by locals.

"Based on our investigations, these activities were traced abroad to some Taiwanese, Malaysians, Sri Lankans and even Bulgarians," said Mike Bernabe, the Expressnet vice president for operations.

In other news: Top 10 highest-paying jobs in PH bared

Using the information captured by the illegally installed card readers from the ATM cards, the syndicates are able to make balance inquiries and know exactly how much to withdraw. Most accounts are cleaned out within hours via multiple withdrawals, since the syndicates also know the transaction limits for each account.

Innocuous-looking

The exact amount of cash that has been lost to this syndicate has not been fully quantified but the president of another large local bank estimates the value to be in the "millions of pesos" since the scam began.

The devices that are used to read the ATM cards' magnetic strips-where crucial account data are stored-are innocuous-looking and can even be bought from vendors over the Internet, Tan explained.

Bernabe said that local banks have managed to seize some of these illegal devices and have sent them overseas for further investigation.

"We sent some of the devices abroad to MasterCard because they have more sophisticated technology that can decipher the data," he said, adding that the initial findings pointed to a foreign-based operation.

Also read: World Bank: Good economy 'new normal' for PH

According to bank officials, one indication that the operation is based overseas is the fact that some foreign-issued ATM cards that fell prey to this scam were reported to have experienced subsequent withdrawals abroad.

"They know when the ATM or credit card [when used for a cash advance] is from abroad because the withdrawals are made abroad," said another bank official who asked not to be named.

The problem has also reached the regulators at the Bangko Sentral ng Pilipinas, which has reminded banks to strengthen their security procedures.

"We are aware of this situation and have alerted banks about it," said BSP deputy governor Nestor Espenilla Jr. "Advisories are also periodically issued to remind the public," he said.

Fraud-detecting measures

According to Pascual Garcia III, president of Philippine Savings Bank (PSBank), one of the country's largest savings banks, the industry first became aware of the syndicates' modus operandi in late 2011.

"Now we have deliberate measures to control that. One is by installing covers on ATM keypads to prevent [the syndicates] from being able to take videos of the passwords [when executing the keystrokes]," he said.

In an effort to get in front of the problem, local banks and their ATM networks have implemented measures to help prevent card-skimming.

"We are now installing what we call fraud-detection inhibitors," said Expressnet's Bernabe. "This is the green plastic device you see on the ATM machine which prevents the installation of a card reader."

He said the three ATM networks have also agreed to install "PIN shields" on their machines which are basically contraptions meant to cover the keypad from any video recording device that could be installed around the ATM.

Bernabe also pointed out that some banks have made it a practice to deactivate the international interconnectivity of the ATM cards they issue to prevent fraud. Instead of cards being automatically activated for use abroad, some clients now have to specifically ask their banks to activate this feature before they travel abroad.

Compensation issue

One troublesome issue for local banks is whether they should cover the losses of clients who are victimised while using the ATM machines of other banks, some of which may not have installed the appropriate security measures.

"Sometimes, compromise settlements are made in situations like those, although we hear that these compromise settlements are growing in number," Garcia said.

Some local banks have moved proactively, contacting clients whose cards are suspected to have been compromised, and replacing their ATM cards with new ones.

"If we suspect that you have been victimised, we contact you and replace your card right away," said BDO's Tan.
